These appear to be NOS because the tops are clear with NO mirror flashing marks, like when these tubes are NEW!

BOTH TUBES ARE MADE BY THE SAME FACTORY AND HAVE THE SAME EXACT INNER CONSTRUCTION.
ONE LABELED KEN-RAD AND ONE LABELED GE.

Tube 1: 3,000/3,000 and 8.1mA/8.3mA ( 2,600/2/600 Gm = 100%)

When The United States Navy, New York had their 6SN7 made for their amps, they specified the copper grid posts, staggered plates and DEFLECTION SHIELDS only! These STAGGERED PLATES are designed to "deflect" unwanted electron bombardment to prevent cathode-poisioning. They work as a deflector-shield and help the tube achieve its correct operation point and last longer and operate cooler.
